The idea for this Center came forward two years ago following a proposal made by some eminent oncologists from Germany and the Netherlands. Later their colleagues – professors from the UK, Italy and the USA, joined in.
The strategic aim of such a Center is to create another possibility for implementing state-of-the-art standards in diagnostics and treatment of oncological patients in our region. In the developed countries it is a very well known practice to provide second opinion from leading specialists for patients who, on their own accord or following the advice of their doctor, are referred for such consultations. By creating such a Center in Sofia the big expenses incurred and difficulties experienced by the patients when consulted abroad will be relieved.
The initial idea was this Center to be created in Turkey but the existence of a well developed specialized oncological network with more than 50 years experience changed the initial intentions. A very important factor for the decision taken was the unanimous determination of the Bulgarian oncologists to contribute in the activities and to be part of the Center. The foreign specialists were also greatly impressed by the understanding of the Ministry of Health and all other relevant Bulgarian institutions with which they communicated.
The Center is situated in “Lozenets” University Hospital. According to the opinion of the foreign experts it has all the features characterizing the hospitals in the developed countries – in terms of organisation, management and technical equipment. According to the signed contracts with the leading foreign oncological experts they will provide the second opinion and maintain close cooperation with their Bulgarian colleagues, including participation in scientific fora and implementation of international programs and grant schemes.
The Center is registered according to the Bulgarian legislation and also in full accord with the international standards and norms. It is a joint stock company with a medical center. Up to now stock holders are more than 30 Bulgarian and foreign oncologists. The Board of Trustees consists of three elected members – one German and two Bulgarian specialists.
For the consultations, which are organised according to very strict and clear Standard operating procedures, the patients pay a fixed and publicly announced fee – 150 EUR. All required by tax-regulations payment documents are issued.
Health insurance companies are negotiating with the Center for including its consultation services in their packages and also for finding perspectives for future cooperation.
All the activities of the Center are performed in close cooperation with the medical unions, patient organisations and the media.

MISSION STATEMENT |
|
|
1. Our single mission is to serve patients with cancers from Bulgaria and any other country.
2. Our approach to fulfilling our mission has two sides: to use the best of our knowledge and to join our efforts.
3. The time that the consultants spend with the patients is best insured by well standardized and conceived Standardized Operating Procedures (SOPs) carried out by our staff.
4. Our consultation statements allow to be best used in the following steps of the medical care for the patient.
5. In addition to physical and verbal contact with the patients we use advanced telecommunication technologies to consult specialists from all over the world.
6. Whenever there is indication for medical procedures outside Bulgaria we advise our patients where to go.
7. Part of our mission is to select patients for enrolment in international multicentral clinical trials and carry them out according to the Bulgarian law.
8. All activities of the Center, except the clinical trials, are covered financially by charges paid by the patients and by donations.
8.1. Patients are charged according to written and publicly announced tariffs.
8.2. Donations are collected by a Foundation linked with the Center and are spent only for covering patients’ charges.
9. Consultants and all other staff members are paid under contracts according to conditions determined by the Board of Directors.
10. The Center is constantly open to contacts with the media, patients’ organisations, all professional, governmental, private and other organizations from Bulgaria and abroad.
